Kaycee M. Royer is a member of Parsons Behle & Latimer’s environmental and natural resources practice. She represents municipal, industrial, energy, agribusiness, forestry, utility and mining clients in matters involving environmental permitting, regulatory compliance and real estate development on public and private lands.

Kaycee’s practice focuses on environmental permitting, compliance, and litigation involving federal, state, and local laws. She regularly advises clients on matters arising under the National Environmental Policy Act (NEPA), National Forest Management Act (NFMA), Clean Water Act (CWA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Federal Land Policy and Management Act (FLPMA), Mining Law of 1872, and related environmental and natural resource statutes and regulations.

Kaycee has extensive experience advising mining clients throughout the project lifecycle, from early-stage exploration through permitting, operations, and closure. She assists clients with environmental review and permitting strategies, administrative appeals, and litigation involving mining projects on federal, state, and private lands. Drawing on her experience supporting mining projects from development through operation, Kaycee also counsels clients on mineral title and transactional matters, including title review, due diligence, leasing, acquisitions, divestitures, and other agreements involving mining claims and mineral interests. Her integrated approach helps clients identify and manage title, permitting, and development risks early in the project planning process.

Kaycee regularly represents clients before federal and state agencies, including the Bureau of Land Management, U.S. Forest Service, U.S. Army Corps of Engineers, Environmental Protection Agency, Idaho Department of Environmental Quality, and Idaho Department of Water Resources. She assists clients in navigating agency consultation and coordination requirements and developing strategies to achieve regulatory objectives while minimizing project delays and litigation risk. Kaycee also has experience advising clients on water rights issues in both Idaho and Nevada.

Kaycee frequently presents on mineral and natural resource law developments at industry conferences and has authored numerous legal updates and articles on federal regulatory changes. She currently serves an at-large officer of the Idaho State Bar’s Environment and Natural Resources Law Section and as the Environmental Reporter for the Foundation for Natural Resources and Energy Law’s Quarterly Mineral Report. She is admitted to practice in Idaho, Nevada, and California.
